Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Phoebe put her shoulder against the jammed office door and pushed. There was a teeth-aching screech as it scraped against the floor... and then jammed.
Damn.
She wanted to get into the abandoned offices she'd found, to do some scavenging and poking around but the door between her destination and the lobby she stood in had warped and jammed in its frame. Phoebe stepped back and glared at it, then promptly summoned Hypatia, who filled the gloomy space with her gentle light.
"Hypatia, mind blowing that door off?"
...You're not seriously asking me to open a door for you, are you?
It can't be helped, it's jammed. I need to get in there.
Phoebe could feel Hypatia's irritation at being asked to do something mundane but she complied. That was one of the biggest changes since her Persona was Antiope; the Amazon queen would've flat out refused. The philosopher would gripe but she'd get things done. Hypatia approached the door, hesitated for a moment as though planning the best way to proceed and then very simply raised her leg and blew the door off its hinges with a thundering heel kick. The hinges made an ugly, loud whiny noise and a crack as they broke. The door shot inwards and crashed against some detritus and junk piled on the floor.

Hypatia faded as Phoebe crossed the now open threshold. As far as she could tell, this had, at one time, been a very high end travel agency. It was much more spacious than any travel agency she'd ever been to. Surely, she could find some useful stuff in this place.

Phoebe saw the weird Shadow in the middle of the room and lost no time. She dropped into a stance. Shadows got weirder and weirder lately. This one looked like a lady draped over a silly fainting couch.
...And it opened the fight by waving her arm dismissively and Phoebe immediately felt cold. Like, super cold. Stuck in the freezer cold. Polar levels cold. And then there was a huge-ass icicle all around her, constricting her like a straightjacket and freezing her to the marrow of her bones. She couldn't move, she couldn't feel her limbs and she couldn't even breathe.
Oh God. So... cold... Can't... breathe... PERSONA!! HYPATIA!
The ice dome shattered and Hypatia swung her arms out in an aggressive, dismissive gesture. Phoebe drew in a sharp intake of air, shivering and in pain all over. Damn her weakness to ice! But that did make her think...
"H-Hypatia! Maragion!" she said, teeth chattering from the cold.
Yep, she was right. The Shadow toppled over backwards from the fiery attack, just as Phoebe had hopped. However, she was back up in almost no time and Phoebe watched it wave its arm again -- and this time she didn't sit there to get hit. She practically sprinted past the Shadow and the ice dome exploded where she had been standing. She could not afford to get hit by that again.
"Makajam! MAKAJAM!" she blurted, panicking a little bit and hoping the silencing spell would work.
Mercifully, it did. With the see-through chains of silencing wrapped tightly around the Shadow, Phoebe could breathe a small sigh of relief. She could deal with anything else that thing threw at her.
The Shadow tried to cast another spell but nothing happened and Phoebe went to work. Hypatia unleashed another Maragion barrage and the Shadow was again rocked by the hit. She closed in, drawing her hammer and swung it, intent on smacking the Shadow to bits.
Didn't go as planned. Her first attack connected but she heard a sharp noise and felt like the hammer had turned around and smashed her in the face. She fell backwards on her back with a yelp, completely confused. Wh-what?
It's countering. Like I do, Hypatia said patiently.
Phoebe groaned. Right, okay. So fire it was. Hypatia rushed forward and as the Shadow tried in vain to cast another spell, Hypatia prempted it and unleashed another blast of fire on it. After yet another one, the thing finally died and Phoebe could breathe a sigh of relief. These suckers were getting tougher all the time. She really needed to get something done to fortify herself against ice...
