Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

By now Phoebe'd grown confident enough to know she could fight Shadows elsewhere. But the Executive Building had secrets it hadn't given up yet and she wanted to pry them from the building. Something drew her back here every day, whether it was the promise of loot (she'd started finding cash in safes, among other things) or the opportunity to train or just the notion of being able to survey the Shadowlands from the heights of the building...
Or it was everything.
She prowled the hallways with her hammer hanging on her back and Hypatia hovering beside her, vigilant and poised for combat. Phoebe reflected on the past few months. She'd changed a good deal since Antiope first appeared. She'd grown stronger and yet her insecurities had never quite left her. They were just coiled in the pit of her stomach like a viper waiting to strike at her.
She shook her head and pushed open another door, into a large office complex. Time to see what she could find in here.

Phoebe wasn't surprised to find that Shadow in the middle of the office complex. Immediately, Hypatia swooped down before her, her shield raised. The defensive powers of Rakukaja were already in effect and Phoebe calmly drew her hammer. The Magus had the first move and Phoebe was unsurprised to hear the crackle of ice around her. She braced herself as a massive shard of ice exploded all around her, practically encasing her in a solid block of ice. It crackled and then shattered almost immediately, but it did the damage first. She grunted and backstepped, shaking herself down. God that hurt. She had to find some way to protect herself from her crippling weakness to ice. Bur first.
"Makajam," Phoebe stated calmly.
Hypatia dropped into a stance and swung her shield arm. Green aethereal chains wrapped around the Magus... but then dissolved. The silencing spell didn't hold. Damn. Phoebe clicked her tongue and then tensed as the Magus moved to counter. The whole room... froze. Temperature dropped to arctic - Phoebe could see her breath leave haze as though it was the depths of winter. She knew what was coming.
"Hypatia! Another Rakukaja!" she commanded just in time.
The orange light surrounded her just as the icy megaspell went off. Ice formed on everything in the room, ice shards grew out of the floor and Phoebe could no longer move because she was covered in a layer of ice so thick it stopped her moving. Hypatia was screaming silently and so was she. Then it all shattered around her and Phoebe finally fell backwards with a shout of pain. She hit the ground with her back but she rolled over and got up immediately, despite the pain all over her.
"Makajam!" Phoebe shouted.
This time it worked. The spell held and suddenly the Magus found himself unable to do absolutely anything. It's panic was evident in its body language when it motioned to cast something and nothing happened. It shuffled backwards but Phoebe'd already drawn her hammer and marched toward it.
"Myriad Arrows," Phoebe stated.
The rain of energy shards did what Phoebe wanted it to, pinning the Shadow to the ground. She reached it easily and swung her hammer up. Several hard and unrelenting blows later, the Shadow started crawling away pitifully and Phoebe stood there, panting from the effort of swinging her hammer so hard. She nodded to Hypatia, who finished the Shadow off with a heavy-handed Zionga. The Shadow evaporated in a flurry of dark particles.
