Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

One of these days, something really big is going to show up around here and I'm going to almost enjoy fighting it, Phoebe grumbled to herself as she wandered around the executive building's upper floors.
Climbing all the way up here every other day was becoming less exhausting, which told that she was actually getting in better shape. Her! Her mother would've laughed her head off if she knew... but not if she knew why.
She used her hammer to break down a locked door that led to a presumed conference office that had, for some reason, been locked before the perimeter broke out. She wasn't blindly wailing on the wooden door; nope, Phoebe was doing this the smart way and simply going for the weakest place, that being the lock. If she smashed through that the mechanism would fall apart. She'd figured this kind of trick out after several previous visits to the building and experiments with breaking down doors.

The very moment the door yielded, a Shadow surged out. Phoebe backed away without saying anything - after all, this had happened before. She immediately summoned Hypatia and the Persona caught the first attack on her shield, bouncing it back at the Shadow, and at the same time applying a defense boost to her.
The Shadow weathered the return of its blunt attack without even flinching and Phoebe knew right away that this was resistant to blunt attacks, which rendered her hammer pointless. She frowned. Way too many Shadows did that lately, maybe it was time to shop around for another weapon and some training in that. She attacked it with a bolt of lightning, testing for weaknesses, but to no avail. She dodged another attack, a relatively weak piercing affair that reminded her of one of Antiope's old moves and countered with her own.
"Arrow Rain, Hypatia," she said sharply.
The Persona twirled her spear and threw it upwards, where it broke into a barrage of arrow-shaped energy shards that rained down with profound ferocity on the Shadow. It was a solid hit and the Shadow wobbled backwards in a daze, just to get caught in a large blaze of fire from Hypatia's Maragion. It wasn't as staggered as Phoebe would've liked but when it countered, its moves were sluggish and slow. The attack connected but Phoebe didn't even feel it - blades were useless on her.
She pushed through and furnished the Shadow with another bolt of lightning, which staggered and then destroyed it.
