Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Interesting. Holly was under the impression that the disciplinary committee was just part of the student council and therefore the president would deal with them as well. She almost approved. Almost. He was still The Man and was still trying to push her into a corner. Naturally, that was unacceptable.
"They certainly seem to find me troublesome, but I suppose I can forgive you for not hearing much about me if you don't actually work that closely together. It's not like I go out and pick fights with other people or vandalize the school. What I do just affects me, so it's...quieter."
She took a sip of her drink and still sounded rather bored. She swore he was never going to get to the point.

She went on, seeming full of herself. She was probably justified on some level, though, given how the general masses were apparently feeding into her hand. Oh well. Whatever the case, he just needed to get specifics. She did seem to deny any involvement with her words, but there was plenty of means to observe and disrupt her efforts, if that proved to be a lie. It didn't necessarily hinge on his confronting her.
”I don't mind the bunch that keep to themselves. You know, those that cheat on tests, don't pay attention, or skip. It's their choice to make, and the consequences are also theirs to enjoy. So long as those choices affect only themselves, I'm fine with that. So long as they stay safe, it's just a bunch of fun and games. It's the ones that try to drag others into it, especially the ones that want nothing to do with it, that bother me.” He nodded slowly, sagely even, as he pushed himself off the wall to stretch his arms and legs out.

Holly turned the page on her reading material once again. For the most part, she did keep to herself. Sometimes she pulled larger stunts, like the one she's pulling now, but she never did it as Holly Mason. A decent outfit, wig and a bit of make-up was all she really needed to become someone else, and even then it wasn't always necessary to talk to people in person. Sometimes notes would do and she was more than capable of disguising her handwriting just as well. 'Holly' only did things for herself. She just happened to be a one woman army and could put on a different mask when she wanted to assemble people.

Seemed that the queen would not admit to it. Shame. Still, seldom did things work out perfectly. He was all but certain she was the root of the issue. Nothing his contacts and resources around the building couldn't take care of. Well, at the very least, he had broken the ice and established a few facts that the young woman did not seem to understand. That would hopefully facilitate future contact. He rolled his head around. That was better. He was starting to feel stiffness set in.
”I see. Well, that's probably for the best. I don't like staining my hands with politics outside of my typical waters. Well, I'll see you around, Miss Mason. Have a good day.” With that, the young man headed towards the nearest garbage can, disposed of his wrapper, and proceeded out of the cafeteria. It was time to set up some additional preparations. And more paperwork. The highlight of his school life.

Holly still didn't look up from her reading as he left, she didn't even speak or acknowledge that he was leaving. This was just the end of the conversation and she sure as hell didn't need to waste any words on The Man. His parting words were irritating though. He was going to watch her like a hawk wasn't he? That was going to be annoying, but hopefully the movement had gotten enough steam that it would spread without her help. She had already lit the spark, now it was just a matter of seeing how well the flames grew.
