She had a fairly ordinary childhood, with the typical high school and family drama, friendships, betrayals, hysteria over studying and running around trying to figure out who she was.
When she was a teenager, she and her parents were vacationing in Greece in July when one of the wildfires the country is infamous for broke out. Phoebe was alone in their family house in Athens, to catch up on some sleep, while her parents were on an two-day excursion out of the capital. Phoebe woke up late to a phonecall by her frantic parents telling her that the wildfire's front was less than 500 meters away from the location of their home. Indeed, Phoebe opened her window to a wall of smoke.
Managing to hold on to her composure, she pulled herself together, gathered family passports and important papers and prepared to evacuate the house, expecting the worse. The suburbia street she walked out into was buzzing with more life than she'd ever seen with people evacuating houses and fighting spark-ups. Phoebe found herself helping carrying a child suffering from asthma out of his house with his elderly grandmother and then venturing into the smoke front pouring down the street from the fire on the hill just above, with others looking for others who needed help.
In the end, the fires cost the lives of several fire-fighters, but spared her family's house and the majority of the street they lived on. It left a lasting impression on her and still haunts her nightmares to this day.
Phoebe graduated from a US college with a degree in English Literature and the advantage of speaking English and Greek as her mother languages. She looked for a teaching position in Greece or elsewhere as an English teacher and just two years ago got a position in Southern China. After a disastrous stay there and a failed relationship, she moved to Mosaic City with a new position in one of the local schools as a substitute English teacher. In order to supplement her income she also took a part-time job as a bookstore clerk.
Soon after she moved there, the perimeter around Mosaic City was established. She was concerned and even afraid, but decided to keep her head and sit tight. Life went on as normal for a couple of months. She was returning home late one night, after having a few beers too many. She got a bit lost and somehow wandered towards the outer circle in her half-drunk daze, out of a curiosity to see what the perimeter was. In her partial inebriation, she wasn't even sure where exactly she was. She foolishly wandered too far out.
While poking around the ruins of what must've been an auto-shop of some kid, bewildered at the destruction that made no sense, Phoebe was confronted with Shadows. Naturally, she panicked. She seized the closest weapon to her, a crowbar, and attempted to defend herself. However, the monsters wouldn't yield to the simply being wailed upon by a solid piece of steel wielded by a plump young woman. Cornered and unable to fight further, Phoebe almost allowed hopelessness to take over her, when a voice echoed in her head.
It was regal, sweet and clear as a bell: "I am thou. Thou art I..."
She didn't quite know what she did next. She remembers a brilliant azure glow, a card that looked like it was made of liquid diamonds that shattered when she touched it just as the Shadows rushed in for the coup de grace and a single word she said without knowing why: Persona.
And then Antiope arrived.
The Shadows crashed onto a round shield of the Amazonian creature and in a blur of red and black, the Persona routed the Shadows in a flash of fire and steel-tipped spear. Her Persona had awakened. And Phoebe hadn't got a clue what it all meant. She can't remember exactly how she got back to her apartment but when she did, she knew something impossible had happened. Something that felt right and filled her heart with more warmth than anything ever had.
And she also knew for sure that something was dreadfully wrong with Mosaic City, that had nothing to do with the radiation leak nonsense they'd been told about.

Persona Lore: In Greek mythology, Antiope was an Amazon, daughter of Ares and sister to Hippolyte, queen of the Amazons. She was the wife of Theseus, and the only Amazon known to have married.
During Hercules' ninth Labor, obtaining the girdle of Hippolyte, his companion Theseus, king of Athens, encountered Antiope during a skirmish between the two armies. Legend holds that they fell in love and mediated between the Amazons and Hercules' army for a peaceful resolution of the conflict. However, the goddess Hera, ever trying to sabotage Hercules' Labors, incited the Amazons to attack, forcing Hercules and his party to retreat. Disgusted with her sisters' dishonorable behavior Antiope allegedly joined them and returned to Athens with Theseus.
They were married and Antiope gave birth to a son, Hippolytus. However, the Amazons incorrectly assumed that the Athenian had abducted Antiope by force and attacked Athens in an attempt to rescue Antipe and reclaim the girdle, unaware that Hercules had taken it away. Antiope rode into battle at the side of her husband in defence of the city and people she had come to love as their queen. In a battle near the Areos Pagos (Hill of Ares) the Amazons were defeated and their army routed out of Athens. In the conflict however, Antiope was shot dead by an Amazon named Molpadia. Theseus honored his fallen wife with a funerary procession fit for a warrior hero.
Antiope was hence honored as a protective hero-deity of Athens along the cult of Theseus and girls often honored the heroine by leaving offerings of their hair at her tomb.
