Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Phoebe hated the stench in the abandoned factory. It stank of moisture rot, rust and rotting petrol and oil. She made a mental note to purchase a gas mask from somewhere because even through a tightly-wrapped bandana around her mouth and nose, the stench was just about making her gag.
She really should've prepared better when venturing in here, just by look of the place. But she had her suspicions and wanted to see whether she'd managed to get any stronger since fighting the smaller Shadows in the cemetery and the Terminal. She ought to have, given how much her Persona's attacks had changed lately.
She stumbled a little over a piece of debris and fell against a big chunk of wall that'd fallen on the floor. She uttered a foul curse in Greek. "Σκάτα και απόσκατα, μου'φαγε το πόδι το μαλακισμένο..." she growled, stopping to rub her leg where she'd hit herself.
Phoebe shrugged it off and shook herself down, then coughed for what felt like the upteenth time and gagged again. The stench here was probably going to kill her faster than any Shadow did.
"Better to write for yourself and have no public than to write for the public and have no self."

When the Shadows rolled down the wrecked assembly line towards her, Phoebe whipped out her sledgehammer from the make-shift holster she'd made and got ready for a fight. The size and shapes of Shadows didn't scare her so much anymore but the look of these two worried her.
"No time to dilly-dally though. Come on, Antiope!" Phoebe muttered and tapped the floating card that appeared with her hammer.
The Amazon Persona appeared and prepared for the first attack. Phoebe decided to focus first on the Wheel and willed an attack. Antiope charged and attacked with a barrage of quick spear jabs. The Wheel was pushed back by the last, powerful stab but it appeared to shake it off and then gunned it for her. Phoebe gasped and got ready to defend. The Wheel slammed into Antiope with tremendous force and both the Persona and Phoebe were sent flying. That hurt a lot and Phoebe felt like her ribs cracked or something when she smacked back first against a wall.
"Son of a bitch..." she blurted and groaned.
She snapped out of the daze fast though because the Drive was coming for her next, all alight with an aura of power that signaled a special attack. She jumped to the side and rolled away as the Drive crashed into the wall she was standing against and very nearly threw itself out of the building. It reeled around though for another go but Phoebe was ready.
"Mazio!"
Antiope called down lightning that burst through the ceiling and struck both Shadows. Phoebe was delighted to find that this new update on her electric magic could strike multiple Shadows. But the power seemed to be the same as both Shadows didn't appear too bothered. She willed Antiope to attack once again and she attacked the Wheel with another Rapid Needles strike. This one seemed to have a little more effect and the Wheel rolled backwards. Phoebe just barely dodged another rush from the Drive.
She whipped around as it passed and managed to deliver a good, solid hit with her hammer to the Drive's side as it rushed by, sending it tumbling along the floor, just to get hit by a fire spell from the Wheel.
"Ugh! Time to shut one of them up at least-- Makajam!"
The green-tinted chains swirled around the Drive to keep it silenced while Phoebe dealt with the Wheel, in an attempt to finish that one off before dealing with the Drive.
"Maragi!"
A series of fiery explosions rumbled the assembly line and both Shadows took a direct hit. The Wheel actually evaporated in a flurry of dark particles and Phoebe rushed the Drive. Antiope attacked with Rapid Needles but the Shadow didn't even flinch. It just got up and turned around to face her, before striking her with a powerful bolt of lightning.
It was Phoebe's turn to tumble backwards, her clothes smoking from the hit. Everything just hurt. She was really glad that she'd bought a pair of sturdy, thick working gloves to protect her hands after the last time she got hit by lightning. At least this saved her from painful contact burns in her hands from her hammer. So, that thing resisted piercing attacks. This was all up to her.
"Let him have it, Antiope!"
Antiope unleashed another Maragi that staggered the Drive. Now having a very defined headache spearing through her head and feeling utterly exhausted, Phoebe launched an all-out offensive against the Drive, pummeling it with hammer strikes, taking a strong hit straight on that made her feel like someone put a nail through her leg and finally succeeding in crushing the Drive's head with a powerful overhead hammer strike.
"Gah! Finally! I thought those things would never go down! They really do get tougher..." she huffed and bent over, hands on her knees. "Thanks, Antiope," she added absently.
She glanced at her Persona before it dissipated and had the impression she could see a hint of understated kindness behind the stern, fierce helmet of the Amazon.
"Better to write for yourself and have no public than to write for the public and have no self."

Phoebe stayed there until she felt she had recovered enough to get up and slowly make her way back. Enough fighting for today, she was exhausted. She'd gotten more data for her musings and investigation but not quite something significant.
She had, however, tested herself against tougher foes and come out victorious. That was in and of itself important. She was getting better and she felt she may even be ready to take on tougher foes. Something was going on in the cemetery and Phoebe had a feeling that before long, things there were going to come to a head...
