Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

As Isaac walked through the more depreciated sections of the city, he found himself idley glancing around at the ruined buildings on other side of the street and watching the humans huddled together there. He could feel their despair, their helplessness... they had been cast aside by society during these tumultuous times, even though if the humans wanted to stand a chance of surviving the invasion, they all needed to band together to stand against the threat. Their fear, their hatred at the rest of their kind sustained the Shadow, but it was an empty feeling. This isn't what he wanted from the humans. These people, the ones who had already given up hope, would never be fit to achieve the strength that Isaac was so certain that humanity was capable of. Perhaps one day a Messiah would appear and band these people together, showing them the light and instilling hope for a better future. A sly grin crossed his face as the thought crossed his mind. Maybe that should be the next test he doles out to the next person who comes to his office seeking a handout. The results were sure to be entertaining either way.

It was time to try something a little... different today. The Shadow smiled to himself as he walked through the Golden Alice District. There were plenty of couples that were meeting up and starting to congregate in the area. All he needed was a man whose significant other hadn't made it to the party just yet- aaaand success! A teenager leaning against a nearby railing, obsessively glancing at his phone to check the time. Young love~ How cute. And fragile. Isaac pulled a tube of lipstick out of his pocket and quickly applied a thick coating to his pointer and middle finger on the right hand before throwing it back from whence it came, then produced a bottle of pungent perfume and sprayed the fingers. He walked up right behind the boy and dragged his fingers across the boy's jugular before putting a bit of spring into his step to leave the area as quickly as possible. The youth slapped his neck where the Shadow had touched him, thinking that he'd been bitten by a bug.
When his girlfriend showed up a few moments later, she hugged him... only to almost immediately pull back and slap him hard enough to knock him back against the railing. The two started shouting at each other as Isaac glanced over his shoulder, chuckling to himself. How fickle humans were... to get riled up over something so minor.
