Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Phoebe had come back to the abandoned car factory in search for answers, some scrap metal for sale and perhaps... a fight or two. She felt much more confident since surviving the battle with the giant scorpion Shadow in the catacombs. She wasn't about to get reckless but at least now she had the confidence that she wasn't going to get killed right off the bat.
With her sledgehammer over her shoulder, Phoebe carefully stepped over the scrapped chassis of a car that had never seen the end of its production line. The deserted factory was a little depressing; lots of people lost their jobs when the perimeter fell... but a whole lot more had disappeared. The military had claimed that they evacuated out of the city... but the state of the factory told a different tale. They had obviously found nothing but death here.

Phoebe whipped around when she heard the grind of metal on metal and raised her sledgehammer. She narrowed her eyes. It was another of the Wheel type Shadows she had seen here before. It charged first and Phoebe was knocked back by a pretty strong ice spell that surrounded her with a solid shard of ice that shattered. It hurt like you wouldn't believe. She lay on the floor dazed and through blurry vision she only just saw the Shadow rushing over to run her over. She rolled out of the way and summoned her Persona.
Antiope materialized as soon as Phoebe tapped onto the glowing card and Phoebe got down to business.
"Maragi!"
Her gambit paid off; the Wheel was staggered, apparently really not liking the fire attack, as weak as it was. Phoebe dodged another rush of the Wheel (it was getting easier; she remembered the way these things sort of telegraphed their attacks) and sent off another fire spell. Properly thrown off its game, Phoebe could close in on the Wheel and slammed her hammer into its leonine head. The creature groaned like a wounded cat and lurched to the side, just to tumble along the ground when Antiope attacked it with a bout of Rapid Needles.
Phoebe called for another fire barrage that sent the damn thing onto it's side once more after it tried to get up. That seemed to finish it off because with one last grunt the thing started to dissolve into nothingness.

With the Shadow dead, Phoebe shook herself down and got some residual ice crystals off her. Ice attacks sure hurt a lot; there must be something she could do about them. Perhaps that odd pin she found after the fight with the giant scorpion at the catacombs might hold some answers. She just needed a substantial kind of body armor to put it onto, or something, because fighting in her regular clothes was getting dangerous and costly.
