Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Phoebe stared at the empty space in front of her. She thought it might be interesting to explore the former corporate building but she was rather staggered at the sheer amount of damage that had been done to the place. She was looking at a space that used to have rows upon rows of cubicles where office jockeys would slave away at their computers. Everything appeared to have been trashed beyond recognition from where she stood.
Shouldering her sledgehammer she wandered into the large space and kicked a piece of false ceiling off a computer. She crouched down and looked it over to see if it was still functional. If it was, she could carry it off and maybe salvage some components to use for her own computer, which was starting to sound a little cranky.
A strange noise made her look up suspiciously. She remained quiet and listened. She was nervous because she'd come a little further than she usually did and expected fairly powerful Shadows now.
Nothing.
She returned her attention back to the tower. Yes, she could probably salvage something from this machine, maybe an extra hard drive or perhaps a video card. It looked quite high end and she might get lucky.

Phoebe looked up again; now she was sure she'd heard something. Oh! Yep! There it was! A big Gigas type Shadow was looming over her with its fist reared back to hit. She practically leaped away like a cat and the Shadow's fist went through the floor with a horribly loud crash. It missed the computer she'd been looking at but the vibration from the impact sent it skidding along the floor.
"Welp, I guess I won't be salvaging that much!" she muttered.
This Gigas was horribly fast and he was on her again in a flash. Phoebe struck out with her hammer in what would've been quite the blow, aiming for the Shadow's leg in an attempt to incapacitate it and make taking it out easier.
Nope. Nothing happened. The Shadow shrugged the hit off like water off a duck's back. And then its fist connected and Phoebe went flying. It had hurt a lot and she suspected that her Persona simply wasn't geared towards handling blunt force trauma. She landed on her back and groaned, dazed. She had to act fast. Getting up on her elbow, she summoned Antiope in a hurry and when she appeared, the Persona hovered in place, as if in hesitation. Phoebe hesitated too, as the thing was coming back for another helping.
"Mazio!"
Her decision to use lightning instead of fire had been spontaneous. And it paid off. The Gigas was staggered, enough for her to get back on her feet.
Well! Doesn't like thunder, does it? I'm getting better at calling these things...
She willed Antiope to attack with Rapid Needles, since she couldn't bother it with her hammer. The piercing attack had a minimal effect but Phoebe took what she could get. She kept herself mobile and even dropped a Rakukaja on herself to boost her defenses a little, which was just as well. Despite her best efforts she got hit another two times and after the second part, she couldn't move quite as nimbly.
But she'd also managed quite some damage on the Gigas with two more lightning strikes and a third one finished the job, leaving the air in the deserted cubicle court to smell particularly ozone-laced after the Shadow had dissolved into nothing.
