Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

While it couldn't quite be said that Jaelyn had recovered, she now felt worlds better than she had over the last month. Now she was back in action and heading back down into the massive pit for another round of shadow slaying. Depressing nature of the deep dark hole aside, Jaelyn had become too accustomed to fighting down here to bother going anywhere else at the moment. Maybe once she'd had a good warmup. Apart from generally being less scared out of her mind, she was also feeling stronger now as well. Maybe, for once, this would be just that. A warmup.

Jaelyn wasn't going to take any shit against this shadow. It was a wizard looking thing, and she was going to out-wizard it. She pulled off a quick Fire Break, just in case, for lack of any desire to waste energy on an attack that would get negated. It started to charge up in response. So Jaelyn did the same. It dropped a large column of light from high above down on her head. So Jaelyn dropped the sun on its head.
Or at least, that was a good comparison for what transpired. The moment she released the charge, flames erupted from beneath her Persona's face. A bright light appeared in the sky above the wizard shadow, gathering in mass and drawing in matter, energy, and whatever speck of light it could find from all around. With each second it grew, until it easily dwarfed the shadow standing beneath it. And then it fell, crashing down on the shadow and incinerating it on impact. But it didn't stop there, as a wave of fire and wind surged across the battlefield on impact, washing over Jaelyn and anything else that happened to be in the line of fire.
"Beautiful," Jaelyn said as the second sun finally collapsed on itself and went out. "This...this is real power, isn't it." The angry mute girl from the shrine and the mission in the executive building had used something similar. But what she'd just done seemed to be even stronger. That was Jaelyn's impression, at least.

Even though the second sun collapsed and went out, the evidence of it remained. Like with Jaelyn's previous experiments with hellfire, large parts of the battlefield had caught fire. More still were charred black and fused together into an almost glassy texture. And of course, nothing remained of the shadow she had been fighting. Not even ash. It seemed, now, that all of Jaelyn's work and frustration up until this point had finally paid off. Now, she would almost certainly be one of the strongest of the Persona users in the city. She might have even thought of herself as the strongest, but she knew of at least one particular goal she still had to overcome. So even then, it wasn't enough.
No, even if she'd managed to outclass Luka, it still wouldn't be enough. She still needed more.
