Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Luka was doing one of her usual scouting runs around the outer circle, visiting many of the nearby villages as she went. It was simply her method of checking for any irregularities should they arise. Not only that, but she could also do a bit of scavenging as she went. Such a task was simple for her thanks to the level of strength she had attained. Shadows on the mainland went down with a single blow most of the time, while others went down from a second. There were rare exceptions of course, but they weren't frequent enough to hinder the girl in her regularly scheduled runs. The outside was beginning to become a simple walk through the park for the girl and it didn't look like anything would change that.
As of right now, the girl was wandering along one of the many roads in the countryside, laying in-between two villages. Her direction for the time being was towards the outer edges of the circle, from which she would circle around and end up back in the western side of the city. Her route was all planned out.
Looking up at the sky for a moment, she gaze at the strange color sky. Her thoughts were simply ones of what she should have for dinner and of what pajamas she should wear tonight. Clearly, she felt no fear out here.

Sakuya had been sitting down on the ground by a ruined cottage in the outskirts of the area. It would be very easy for someone to spot her. However, she didn't feel comfortable just sitting around here. She stood up and made her way back. Lesser shadows didn't mean anything to Sakuya, if they left her alone they would be fine. If they didn't, they would be eliminated. Simple as that. Regardless, Sakuya looked around as she kept walking. She hadn't changed into her Shadow form yet, until it was absolutely necessary. Soon enough, she began to feel something odd. Something strong that really shouldn't be around. Turning around, she saw a young girl with blue hair casually walking through the roads, before standing still to look up for the sky.
Sakuya didn't even bother to be stealthy. She walked about until she was in clear sight of the blue-haired girl, which she soon found to have strange eyes. Didn't matter to Sakuya. She called for the girl's attention. Hey, you... Young miss. Sakuya said. Aren't you a bit too strong to be wandering around here?

The girl blinked for a moment as she distinctly heard someone speak to her. Turning around, she noticed someone else. A girl that appeared to be around her own age, too. Luka could sense a considerable amount of power from her, but it wasn't something like a persona user. No. It felt more like something from a shadow. The girl's words only threw her off even more. A bit to strong to be wandering? Just what did she mean by that? Taking a small step back, the girl remained cautious. You don't seem like a persona user to me. Just what are you? She could already rule out that this woman was an ordinary human given the strange aura about her. She felt the presence of a shadow, but she couldn't be. Could she?
Luka readied herself to summon her persona in an instant should she need to. This woman was really suspicious already. Her level of power was unsettling as well. If things really did turn to a fight, she knew that this might not turn out as well as she would hope.

Sakuya smiled and continued to look at the girl, who Sakuya knew that, with her considerable strength up to now, could tell what was up. The blue-haired girl had mentioned that Sakuya wasn't a Persona user. Which she wasn't, that much was true. And then, she asked what exactly she was. "Well, since you're so polite and sharp about it," Sakuya said casually. "I suppose there's no harm in confirming your suspicions. Besides, you look quite cute and attractive. I'm sure both girls and guys alike must be taking a liking to you." she continued as soon, she revealed herself to be in fact, a Shadow. Her form changed, and soon enough, she had become the nearly-totally-naked woman-with-a-snake-scarf again. Well, there's no point in me hiding it from you anymore. As I'm sure you've figured out, I am indeed... a Shadow. I don't know why people call us that, but I just stick to it because that's how it is.
Sakuya held her snake sword in one hand and stretched a little bit. Now that I've sated your curiosity, what do you plan to do? Do you plan to use your power to fight me and try to eliminate me? Or will you turn back and let us each live our own lives?

The girl only smiled at Luka at first, which was an immediate bad sign. Why would she smile at such a statement unless there really was something up. Expecting something along the lines of an answer or a surprise attack, Luka was first sent some rather questionable comments. E-Eh? What are you even saying? Why was she saying things like that about her? With a slight blush on her face, Luka became confused over the girl's words.
Of course, that confusion was quickly extinguished as soon as soon as the girl began to transform. She explained that she was indeed a shadow, or so she was believed to be. Gulping, Luka looked over at the woman. This was no ordinary shadow; and she had power to back it up. And now she was presenting an option to Luka; to fight or to simply leave.
Time began to slow for the girl as she considered her options. In that mind of hers, she began to formulate a plan. At once, her persona rose out from the ground, vision hidden by the robe it wore. In her mind the girl began to cast a simple skill. Tarukaja. She was preparing herself for battle should it truly arise. Since you don't seem immediately hostile, I have a few questions I want to ask. Then, I decide. A serious expression overtook her. Are you an enemy of the city? And do you intend to harm us humans? She was buying herself some time while she prepared while at the same time, seeing if this person was truly a threat. She was killing two birds with one stone.

Sakuya sighed as the girl before her pointed out that she didn't seem immediately hostile. Indeed, Sakuya only fought when provoked. Or if something had gotten her mad. In fact, she was presented with the question - Was she an enemy of the city? - and soon, Sakuya sighed. She could feel the girl before her increase her own power... Somehow. Sakuya knew that the girl was preparing herself for battle should the opportunity present itself. Regardless, Sakuya had already invited her to fight her if she felt it, anyway. She believed more in the resolve and decision-making of the woman rather than the man. Am I an enemy of the city... That depends on who you ask... You know... My job, in the city... Humans like you. They ask me... "Can I ask you a favor, ma'am? May I request for you to 'deal' with this criminal?" Sakuya shrugged. I simply live my life as I see fit. Men are my enemy. I am man's enemy. Men don't mess with me, I don't mess with them. People mess with me, I mess with them. It's as simple as that, young miss.
Sakuya then frowned. Don't give me a reason to harm a pretty face like yours, dear. It would be a shame to see the both of us get into a scuffle over something so uncivilized.

In response to her questions, the girl gave Luka a few roundabout answers. In regards to being an enemy of the city, it depended on. . . who she asked? And from the sound of it, she didn't like men. Not at all. And from the way she was wording things, it seemed like her "work" wasn't exactly something that she could accept. Then she tried coaxing Luka down from fighting.
Truly, the girl had all the reason to simply go in and fight. She knew all that she needed to fight this shadow without a bad thought on her conscience. So why was she hesitating? She had a reason; a good one. This was the perfect opportunity to learn a bit about the situation of the city. This was the first shadow she could legitimately speak to. Why waste it? Tell me, are there others like you? Ones that can walk among humans freely in human shape? And aside from that, how much do you know about the situation of the city. This. . . this barrier that separates us from the outside world. While she was saying all of this, she cast another Tarukaja on herself. There was no telling how powerful this girl was going to be.

Sakuya could feel the girl strengthen herself. Again. Sakuya sighed as even still, she continued to ask the questions as if she could get away with it. If she were a male, Sakuya would have already attacked her. Too many questions. Whatever, she could humor the girl, though Sakuya began to twirl her sword impatiently. For someone who seems perfectly content with trying to strike me down right now, little flower of ice, you sure seem to ask a lot of questions. she sighed, frowning. Yes, there are others like me. Ones with the consciousness and form of humans. Do I know how this barrier came to be? No. I was inside the city when it happened. Just like you, I am ignorant about the real cause of the situation.
Sakuya stepped backwards. Now, are you done asking questions? Would you like to show me what you've got, since you seem so intent on milking every single moment you can on interrogating me. I can tell you, miss, I'm not a pushover. The snake draped around Sakuya turned to face the girl with blue-hair, and hissed menacingly at her. "Samael, down, boy..." Sakuya pet the snake.

Luka narrowed her eyes as the girl began to speak again. As she thought, there was no hiding the fact that she was empowering herself. That was fine. She had no reason to not attack anymore. This shadow wasn't to be trusted.
But then came the answers that she had wanted. Her eyes widened as each one came to her. No way. . . There were other shadows like her. And they were in the city? That meant that they could be anybody. And from there, she likely wouldn't be able to sense them. But the most unsettling thing? This woman didn't even know anything about the circle. Just who was the mastermind here if it wasn't the shadows?
Then came the taunt. Narrowing her eyes, Luka simply glared at the shadow. Very well. In order to protect this city, I see no other choice but to rid it of you. Then, comes the others you speak of. Raising the evoker to her head, the girl pulled the trigger, sending a cyan flash of light blasting out the other side of her head. Hell's Judgement! Rising into the air, Hel created a large mass of dark energy and promptly dropped it onto the shadow. That should be a powerful opening attack. Enough to at least gauge this shadow's strength.

Sakuya grinned as the girl uttered the words. Hell's Judgement! Sakuya simply laughed as the large mass of dark energy fell upon her. Are you kidding me? What an awesome attack... It would be a shame if... Sakuya spoke even as she was engulfed in the energy. Fortunately for Sakuya, she was immune to the power of the darkness. As the energy dissipated it, the force mostly waning away, Sakuya stood still, stretching. I were to be completely impervious to it! Sakuya readied herself.
I hate to put a hand on a young girl as cute as yourself, but you leave me no choice! Do your worst! Sakuya raised her blade, charging forward towards the girl, raising it up before bringing it down on her, the force from her swing causing blood-colored energy to be left in its wake. Brave Blade!

Luka watched as the attack fell onto the woman. A direct hit. It had done a big number on her! This is what Luka had hoped anyway. Sadly, it was quite the opposite. Tch. That wasn't good. Her attack was completely nullified by the shadow. And now, it seemed that she was coming right for her.
She prepared herself to dodge, but as the attack came, she realized that it was futile. She was too fast. Sending Hel in front of her to lessen the blow, the girl felt the sting of the attack hit her. Staggering back a bit, the girl looked back up at her opponent. It was a strong attack. Nothing she couldn't handle though, of course. Good thing I've got the necessary tools for this kind of situation. Dark break! A strange static-like glow came from Hel and transported over to Sakuya, nullifying her defense against dark attacks. You'll need to do more than that to take me down. She was still going strong, and it would take a bit to change that.

She's smarter than she seems. Sakuya sighed as she felt herself feel a little weird, but it looked like the girl had to expend her action in order to strip her of her immunity to the darkness. Regardless, she had withstood her attack. Well, she was really as strong as Sakuya thought. Fine, then she would just have to strike her again until she learned her lesson. I don't want to hurt her too much. Just enough to make her back off and leave me alone. That's all. Sakuya growled. So, is that how you want to play this game? You must be wonderful in bed, Sakuya taunted as she raised her blade and repeated her maneuver again, striking at the girl. The snake hissed meanwhile at her as well. I just want you to leave me be! Sakuya slashed at the girl again, disregarding the fact she would most likely counter-attack with the same attack of darkness.

With that barrier down, Luka knew that her attacks were going to hit now. But she was down a hit and this shadow's attacks hurt. Luka knew that if she wanted to win, she would have to rely on her offensive strength. Hel, Mind Charge! A great beam of light engulfed Luka and Hel, allowing her to think much more clearly. Just as that happened, she braced herself for the second attack. Again, she staggered a bit as the attack hit her. She was still going strong, but there was no way that she could continue on like this for much longer.
The shadow continued to taunt her as the battle raged on. I'll have you know. . . I'm the best in bed! Luka completely misconstrued the meaning behind the girl's words. Truly, Luka just enjoyed her rest. And unfortunately, I must fight for the people of the city. She stood her ground despite having not landed a single blow yet. But did she really need that many? As far as she knew, her attacks had become insanely strong. She would finally get to test it out on something truly menacing.

Don't be ridiculous! You're accusing me of harming the wellbeing of the city, when I am the one doing the dirty work? You would justify criminals and sex offenders running around the city! What do you humans know about justice?! Sakuya screamed, her inner self set off alarms everywhere as she realized the girl was preparing to launch a charged version of her attack, and it would do a lot of damage. She must neutralize before the threat before it was too late. Growling, she charged at the steadfast, sturdy girl in a blind frenzy, triggered by the need to survive, to live. Your anger and willingness to defend the 'weak' is utterly misguided! Away with you! Sakuya once again attempted to strike the girl down with another fierce blow from her sword.

The girl heard the shadow's words. They were articulate. More than that, they had reason and feeling to them. Why was this shadow so human-like? Nonetheless, she still didn't agree with this shadow. I don't believe in your justice! I believe that humans are inherently good. There are people who break that idea, and they deserve to be punished, but your judgement should be no greater than anyone else's!
A large mass of energy, a bit more than twice the size of the last one formed over Luka's head. Purple static charges pulsed around the mass as it formed, creating a faint gravitational pull. Still forming the attack, the girl watched as the shadow charged at her with full force. She wasn't going to take much more, but she needed to carry on. Humans aren't weak. We have the capability to face our own shadows! With a yell, the girl took the next blade attack while trying to reduce the pain as much as possible. Staring directly into the eyes of the shadow, she dropped the large mass of energy on her, seeing as she was directly under it. Luka, who was under it as well would be completely fine, thankfully. She couldn't say so much for the shadow though.
As the attack went down, Luka coughed up a bit of blood. She was reaching her limit it seemed. Was this going to be the end for her? She surely hoped not.
