Mosaic City, located along China's coast, is quite large city sometimes called the Crossroads Between Nations due to its diverse population. While it was once a large tourist spot, the city was placed under a blockade as the military appeared claiming there was a radiation leak. The true hazard, however, is much more sinister.

Setsuna wandered around a bit, exploring one of the more familiar areas in the outskirts of the city. This was the very airport where she and her family arrived at, where they would start their new life in Mosaic City. Seeing it like this, something she had always suspected became painfully obvious; there was no leaving or entering this city. At least, not by plane. She wasn't sure if anyone could leave or enter by ship...but it was doubtful. God...this place was terrible enough within the city. She didn't even want to imagine what it was like out at sea, considering how treacherous it could already be. Either way, it was just one more reason to put an end to all of this.
As she wandered around, she noticed a lot of left-behind luggage. All of it ruined, of course. More and more, if pained her to imagine what horrible fate must have befallen those stuck on this side of the quarantine when all of this went down. Considering there was no sign of life anywhere aside from Shadows and, occasionally, other Persona Users, it was hard not to wonder what happened to them all. But, like a lot of things related to this screwed up world, Setsuna was pretty sure that she was probably better off not knowing.

And sure enough, she found some Shadows wandering around. This time, there were three of them; two dancers dressed up like a pilot and co-pilot and one she had never seen before, three heads stacked on top of each other like some sort of demented totem pole. These things just get weirder and weirder. Either way, it was now time to play the "Let's try and find the Shadow's weakness" game. First, she started off by summoning Undine and having her blast all three of them with a bolt of lightning (Mazio). One of the dancers didn't seem very phased by it, and the others seemed to react to it normally. In other words, none of them were weak to lightning. Welp, this was going to suck.
The tower kicked things off, by casting some sort of spell that increased the agility of the three of them. Which officially made it into Setsuna's prime target. Because fuck that. Then, the two dances each attacked Setsuna physically, the co-pilots using its rapier to slash at Setsuna (Fatal End), while the pilots tried to stab at her with theirs (Twin Shot). Setsuna braced herself...yeah, they still hurt like hell, but at least she was still on her feet. Either way, Setsuna eyed the tower and once again summoned Undine. This time, she was going with her strongest attack. A pillar of ice rose from the ground and struck tower, which seemed to be especially effective against it. Great! She discovered one of their weaknesses.
As the Tower struggled to reassemble itself, the Dancers retaliated, one launching a blast of light (Hamaon) while the other launched a blast of lightning (Zionga). Both attacks hit and the girl was starting to feel it. Having gone this long without getting a hold of any sort of armor was starting to bite her in the ass. Still she had more than enough fight left to handle these three Shadows. Taking aim at the Tower once again, she summoned Undine and had her launch another pillar of ice at it. This time, the Tower was destroyed by it. Good, that was one down. The Co-pilots launched another blast of light at the girl, though she was barely able to dodge it even with its boosted speed. Meanwhile, the pilots moved in and slashed at her once more with their rapier.
She was unable to avoid this attack, but she immediately came right back and struck at the Dancer with her wooden swords. And wouldn't you know, the attack seemed to land with an especially strong force behind it. The Dancers immediately crumpled to the floor right in front of her, providing her with the perfect chance to strike again with her swords. This time, the Dancer was destroyed, leaving only the co-pilot. Once again, the co-pilot tried to attack Setsuna with a blast of light, and she was barely able to avoid it. For now, Setsuna decided to go on the defensive. She healed herself using Dia, while doing her best to avoid the Dancer's attack, then repeated the whole process once more. She wasn't quite at full strength yet, but she was now confident she could take this Shadow.
First, she attacked with her bokken, however, the Shadow didn't seem to be affected by it one way or another. So it was neutral damage. The Shadow responded by slashing at her with its rapier, which Setsuna was unable to avoid due to being too close. Jumping back, she summoned Undine and blasted the Shadow with ice, who in turn responded with a blast of light. They went back and forth like this one more time, until Setsuna was able to land the finishing blow with one last Bufula. The Shadow's body was scattered, and Setsuna let out a sigh of relief. It wasn't easy, and it ended up being a little close, but she managed to pull through in the end and win.
